Despite the order of its name, China Security & Surveillance Technology (CSST) believes that surveillance leads to security. To that end, it makes, distributes, installs, and maintains surveillance systems and develops related software in China. It also offers turnkey security installations and consultations to corporate and government clients. Government agencies account for nearly half the company's sales, which are mostly derived from one-time installation packages rather than on-going monitoring fees. CSST manufactures its wares at its plant in Shenzhen. The company was formed as Apex Wealth Enterprises in 2002 and took the CSST name in 2006.
