Car may have trouble starting after running out of gas, You may need to put more than 1 or 2 gallons in before it will start. You may also want to bleed the gas line (there is a valve in the engine bay) to get any air out of the line that may have been sucked in.
Had the problem with Bonneville not starting....turned out to be the security module. Your mechanic should be able to bypass the security module with a $15 part from Radio Shack. Pretty easy fix.
What have you welded ?
Check the timing in the caravan. It sounds like the timing has jumped, and the engine could backfire then not start, and could not even turn over.
Could be the fuel pump.
sometimes u need to put some gas in the intake ,anoher thing; if u run out of gas alot or run on E alot u will malfunction ur fuel pump

Have you tried checking the fuel pump. i had a friend burn his out after he ran it empty.
Because the engine may need to be flushed because trash has gotten into the tail pipe.

You most likely ruined the fuel pump
From your description I would say you could rule out the battery but not the alternator (the part that charges the battery) but it's most likely the starter
Only if your Harmonic Balancer is unlike anyone elses out there.
