Usually when the heater only works on high it is because the resistor has went bad. The resistor is what put resistance on the fan to make it work on low, medium, and even off. Since the resistor is bad it only works on high because there is no resistance needed. The resistor part you need should not be expensive at all, I just replaced mine in my Jeep Wrangler and it was only 35.00 at Auto Zone I believe. All it is, is a plug that you will put in instead of your old one. It should be back behind your glove compartment or under the lower side if the passenger side of the dash. Good luck!
if it's because your heater only works on high the relay you would need to change would be in the back of the glove box
possibly a high speed blower relay. If the the ac works on all speeds but high, this is my bet. You should be able to pick up a replacement relay at most parts stores.

Depends on what you mean when you ask heater and fan. This is what I'm assuming: When you get in your car, turn the heater on and no matter how high you turn the nob it just doesn't blow? Some Toyota models have a bad heater control unit, very costly but you may be able to pick them up used. My sister's highlander went out, I think it was around $500 to fix.Or is it your radiator fan that isn't working?
