∙ 13y agoThe Cubans had people fighting on both sides of the fence. The Puerto Ricans joined both sides of the fray. The Filipinos would be happy in neither camp and the people of Guam thought that their best plan was to go about their daily business. The major powers decided to sit this one out and the bit players had nothing to offer either of the belligerents.
