Some are and some aren't. There are feuds between Saudi Arabia and other peoples due to historical or religious conflict. One example would be with Israel. Many countries in the Middle East despise Israel because the country occupies the holy land of Palestine and is also involved in war with Palestinians. In fact, Saudi Arabia does not even recognize Israel as a country, as most Muslim countries do not. However, most Saudis, and Muslims, do not hate Israelis, or most people for that matter. It is just a slice of the population; there are racists present in every race and religion, but most people are not. You shouldn't label one ethnicity or religious denomination as being racist.

As Answer 1 points out, some Saudis are racist and others are not. However, similar to parts of Europe, racist sentiments are not openly chastised which allows them to foment without issue. Contrary to popular thought, Saudis are not often racist against Israelis. (There is virulent Anti-Semitism in certain areas, but that is against Jews regardless of whether they are in Israel or elsewhere.) The most common form of racism in Saudi Arabia is against South Asians, like Indians, Bengalis, and Pakistanis who are seen as poor workers and a permanent bottom-caste who keeps immigrating to take jobs. (This is similar to the American perception of Hispanics.)
