By definition, yes; all Catholic Churches are Roman Catholic.

However, there are two sects. There are those in union with Rome(the Vatican/Pope) and those not in union with Rome. Those in union with Rome follow the changes made in Vatican II.

Catholic Answer:

If they are not in full union with Rome, they are NOT Catholic. They can call themselves whatever they wish but that does not make them so. It's just Catholic, not Roman Catholic. Roman is an epithet first commonly used in England after the protestant revolt to describe the Catholic Church. It is never used by the official Catholic Church.
