No. Almost all bacteria are not. There are bacteria everywhere performing essential functions like breaking down dead animals and plants. Bacteria are essential to health helping digest food and preventing pathogenic bacteria from getting out of control.

It depends on the type of bacteria. Bacteria which causes disease, like E. Coli, is pathogenic, but the type of bacteria in your stomach which helps digest food is not pathogenic because it does not cause disease. Therefore, bacteria is both pathogenic and non pathogenic

Both. Some bacterias may be pathogenic while others are quite harmless, and sometimes even useful to its host.
