Mostly animals are treated well in pet shops. They are fed, given exercise and cleaned out regularly. If you are planning to by a pet I would suggest buying it from a well known brand, (pets at home), but overall pet shops do treat animals well.
I think some stores permit it if there are dogs, dogs can be walked with if they have a leash on.

The stray anilmals are not really treated well. They are tortured by the uncaring men. We must do our part to make this world a better one. I'd advise the children to leave the stray animals alone. Call the experts to handle the animals. Meanwhile, if you have a pet, treat it well. Take it for check-ups and for a walk. That way, animals will be well-treated now.

You won't have to pay at a pet shelter but keep in mind the animals there have all been rescued or abandoned and might not be young or particularly cute, but in need of love all the same. You will have to buy the animal at a pet shop, whereas a pet shelter is free, but the animals tend to be cuter at pet shops, where you can also buy specific breeds.
