Not really as briefs hug the body so you would see the whole package. To hide the fact of having a micro-penis it would be better to wear boxer shorts.
However, you should be proud of what you've got and not be ashamed of it. Get some courage and show it off a bit - you're bound to get some positive attention from the girls/guys after all. ;)
