Yes, they are. They are a great source of taurine, an essential amino acid cats need. I wouldn't feed chicken hearts solely as a meal, but I'd mix some in with their usual food (especially those feeding a raw diet), or cut into pieces and used as treats.
Note: If using for supplemental reasons, the taurine level reduces significantly when cooked or frozen. If you're comfortable feeding it to your cat raw, it'd probably be more beneficial.
