No. Children under 8 years old are not currently admitted into the LDS Conference Center during the General Conference of the Church of Jesus Christ of Latter-day Saints. This is simply because most young children will get restless during the two-hour long conference session and be a distraction to others in the congregation and possibly (especially in the case of babies) make loud noises that will be picked up by the microphone - potentially distracting millions of broadcast viewers around the world. Since many people want to get into the conference, the seats are reserved for those eight and older who are mature enough to appreciate the experience. You do not need to be a baptized member of the Church to attend.
Children under eight are invited to watch the General Conference broadcast at home, in church buildings, or through live audio/video feed in other areas of Temple Square. Children under 8 are also welcome to tour the Conference Center when a broadcast is not taking place.
