The Coast Guard is a fully federal force, assigned with the enforcement of maritime law and security.

The National Guard is a partially state organized force (although ultimate authority rests with the federal government), and is a reserve component of both the Army (Army National Guard) and Air Force (Air National Guard). When called to active duty by the state, they are considered an "organised militia", and can be used to perform law enforcement duties. However, when activated by the federal government, they are considered federal soldiers, and cannot be used in such a role.

In some respects yes. The Coast Guard uses the same ranking system and many of the same ratings as the Navy. The mission is very different. The Coast Guard protects the coast of the US and provides search and rescue for the waterways of America. They also provide navigational aids for ships.
