Change the fuse controlling the control panel lights. You need to check wire harness around the panel because you have to high voltage in the circuit.

In the glove box or underneath the drivers side of the dash. Good luck.
The bulbs are accessed from inside the trunk. You would remove the trim panel to access the bulb.
The 1990 Mazda 323 horn relay switch can be found on the front drivers side quarter panel. The relay switch will be on the inside of the quarter panel.
I assume you referring to the instrument panel lights,,, first remove the dash ,,,and the remove the screws for the panel,,, then flipping the panel over you find the plug sockets for the small bulbs,,,some twist quarter turn >
Access the trunk, lights are held on by bolts and connected by a wire harness behind the carpet.

The flasher is a rectangular unit located under the dashboard on the "kick" panel, to the left of the driver's left foot.
Look in the fuse box under the lower left corner of the dash. The fuse panel has the application on the inside[at least my 04 does]
the sucker is welded on, you gotta remove the bumper and tail lights, and start drilling away at the welds
you take apart the dash and get to the instrument panel. then you take the instrument panel out and on the back of the panel you'll will see the lights
