Yes, but never trust them to work. Every six thousand miles the drums should be pulled off and brakes cleaned and adjusted. That is when the tires are off for a rotate anyhow.

The brakes and clutch share the same reservoir.
Since the starter is good but will not turn the engine over when hot, check the engine for free rotation. Turn the engine over by moving the crank by hand (with the ignition off.) The engine could be sticking when hot and not be able to turn over.
the heatercore is most likely plugged up; get a new one; they are about 50 bucks; the ducts could have fallen off or rotted away but it think your heater core is plugged; a flush MIGHT help but a flush after your new heater core is installed would be money better spent
