The Earth has always had natural disasters - ever since it formed ! It's simply because the Earth's crust is unstable - and weather patterns are not totally predictable !

one of the basic responsibilties of government is the protection of it's people from natural or man made disasters. The government would mobilize any resources that it has in order to feed, shelter and care for those affected. The role has expanded now though to include rebuilding.
