I assume you are asking this because you do not have administrative privileges on your computer to install software.
There are no audio recording 'websites' that offer the features of Audacity without installing any software. Even with a very fast internet connection, the data throughput required would be too great for uncompressed audio.
If you can't download Audacity, you could go to your local music store and purchase an audio recording program, such as Wavelab Essential for Windows or Peak LE for Mac, but you would still need to be able to install this software. Time to ask for the admin password.
