Answer Forming PlanetThere is no one answer for this broad of a question. If the question is asking about planets in our solar system, the answer is both none and all of them. The planets are constantly evolving and before our Sun becomes a red giant and consumes the first half of the solar system, it is quite possible that more planets may have developed out of the Asteroid Belt, the Kuiper Belt, or the Oort Cloud. If asking about outside our solar system, the answer could be put like this: there are billions of galaxies with hundreds of billions of stars, each of which could have at least one planet orbiting it, but could also have several. Accepting that one of every 1,000,000 stars has at least one planet and one in 1,000,000 of those have three or more, then the number will still be an exponential number so massive that it would perfectly reflect the ridiculousness of fathoming numbers in astronomy.

Yes. Stars are constantly being born and dying. With the formation of new stars comes the likelihood that planets will form around them.
