There are many variables but it usually needs to be 70 degrees F. Temperature inside the house has some effect. Depending on the unit you might be able to charge it in the 60s but it gets more difficult, it takes longer and you may not get it to the correct pressures. Technically you can calculate how much pipe is used in the whole system and charge as a liquid using a scale, but I feel like this is less common and a little more technical and not worth the hassle, but doing this I don't think the temperature matters.

If your air conditioner is running outside by not blowing cold air inside through your vent, your indoor coil is frozen. You will need to turn everything off and allow the unit to thaw out.
Mine had a small rubber plug on the outside, lower edge of the unit.
