the other avenue is called open office and it supports most office file types.

Yes. Publisher 2003 should be able to open older Publisher files from Office 2000, 97 etc.
Earlier it was not possible but now Microsoft has released a update to open 2007 files using office 2003. More on this at http://new-digital-world.blogspot.com/2008/03/office-2007-files-to-office-2003.html

For compatibility, Office 2007 can be made to save files in the .doc format. Office 2003 can also gain compatibility with Office 2007 file formats by downloading and installing an add-in at http://office.microsoft.com/search/redir.aspx?AssetID=DC101298101033&CTT=5&Origin=HA100444731033 More on this at http://new-digital-world.blogspot.com/2008/03/office-2007-files-to-office-2003.html
Usually there is no need to convert, since Open Office can read excel files (except Open Office probably will have problems with macros). If you have Excel 2007, then save the file in Office 2003 compatibility mode.
