This depends on a lot of factors such as the Pokemon's CP and appraisal results as well as the owner's battle skills. General speaking, using Arcanine does not give you an advantage in beating Snorlax. Arcanine is a Fire Type Pokemon while Snorlax is a Normal Type Pokemon and Normal Type Pokemon do not receive any extra damage from Fire Type Pokemon.
It is recommended that you use Fight Type Pokemon to fight Snorlax as Normal Type Pokemon receive 2x damage from Fight Type Pokemon.
