Yes, a law can be repealed. However, it has been noted that once you give people something they think they are getting for free (excluding the ones who are getting it for free) it is difficult to get rid of it even if is detrimental to them. This is why the bill was forced so many ways to be passed - because Obama and the Democrats knew it would be hard to get rid of.
