A child support statement is included on the Texas marriage license application and states, "I AM NOT PRESENTLY DELINQUENT IN THE PAYMENT OF COURT-ORDERED CHILD SUPPORT. TRUE FALSE." This has been the law in Texas since September 1995.
HOWEVER, it also makes sense that you should not remarry until you have your financial house in order. Marriages based on sound financial principles last longer. Also, you will be charged 6% interest on late payments.

You may only have one valid license at a time. It has to be in the state you are a resident of. And Texas may recognize the suspension if their laws allow it.

If you didn't apply for a marriage license, you didn't get married in the eyes of the law. But that has nothing to do with child support. Child support is just that - support from the biological father for the child he helped to create. His responsibility to that child has nothing to do with marital status. If you did not go through the courts to get this support and you are worried that it won't continue, you need to take it to court and make his obligation to your child legally binding.
