The other person in the car must be an adult, licensed driver. If DMV is aware of the impairment and still grants a driver's license, then the person qualifies to supervise a learner--PROVIDED the license does not prohibit this.

Yes it doesn't matter what the weather conditions are the only thing that matters is having a person in the car with you twenty one years of age or older with a legit license. (They're license can't be suspended . )

Well I know that in Ohio you have to have a certain number of hours driving at night because my son just got his permit. I'm sure it varies state to state.

No, when you turn 16 you must be with an adult while driving. You may get your license 6 months after drivers ed.
