I'm not sure if you're talking about getting married in TX or MS. But neither state has a residency requirement, so even if you don't live in the state, you can marry there.

However, in TX you can not marry without parental consent if you are under 18.

In MS, you must have parental consent if you are under *21* (which means in that state, even he would need parental consent)
