a better question might be, "why would you want to?". research has proven that lights on reduces accidents even during daylight hours. here in Canada daytime running lights have been a requirement on all new cars for many years now. when I drive in the USA now I find that oncoming vehicles are much closer to me before I see them. this becomes even more apparent on overcast and rainy days. common sense says that you should turn your lights on in bad weather (actually a law in Maine, don't know about other states) but it is very easy to forget. I actually wish manufacturers took it a step further and made rear lighting mandatory as well. many people think they don't need to turn lights on here until it is completely dark, not realizing that daytime running lights are only in the front. I've had many near misses (I drive for a living) approaching vehicles from behind in dark or stormy conditions. Comments??

Sounds like the switch is bad.
The interior light switch on the ceiling of the car might have them turned off, or there may be some electrical short causing the problem.
The 2000 LS1, being the first year of the L-series, has had quite a few minor problems like that. That is caused by some of the wiring being chafed, and Saturn issued a recall in 2003 to fix this, and a few other problems with the car. The problem with the lights and blinker usually only occurs if you live in a humid area.
We have both a 2000 Safari and Astro and the lights turns off the same in both vans. To the left of the lights knob there is a button you can press to turn the dome lights on and off. If you press it 4 times it will turn your running lights off. The headlights automatically turn on in our vans and they are turned off the same way.
