A bank can turn anyone down for any reason they want - as long as the bank is incompliance with the laws governing fair lending (race, creed, color, sex, religion, national origin etc.). If they see anything that causes them to believe a consumer is an unacceptablerisk, they can absolutely deny the loan request.
