Yes, it is no different than anyplace else. If the traffic situation is safe to do so then they can stop you anywhere, generally they try and cause as little disruption as possible. If they think the offender is going to speed off and it just so happens they are nicely boxed in at the traffic lights it provides the perfect place to stop them before getting into an unecessary chase.
