I live in Ireland and when my wife and I married we both changed our names to include each other's birth surname. I was Tony Smith and she was Teresa Jones - we became Tony and Teresa Jones Smith. No form of officialdom seems to have had a probelm with this decision, except the revenue services - my tax form always arrives addressed to my birth name
I don't know if your question is about using your names in that way, or if you mean if my wife could have been Teresa Jones for some purposes and Teresa Smith for others, after she married.
That would be like a singer or actress using their stage name - it's not illegal, to the best of my knowledge, but it might cause problems when dealing with officialdom, who prefer that records be standard.

Using both names would establish you as having an alias. Once any entity such as a lender or land records office discovered your using an alias you would gain the title of something like Teresa Jones AKA Teresa Smith. That would be recited on any legal documents. It is not a good idea to use two different names at the same time. The motives would, and should, be questioned.
