Yes, if it is a force out, as long as the fielder has the ball in his possession (glove or free hand) if he touches the bag before the runner with any part of his body then the runner would be called out.
Now if this was a play that required a tag, and the ball was in his bare hand and the tag is made with the glove, or visa-versa, then the runner is safe

Rule 7.06 of MLB rules state that a fielder, not in possession of the ball or in the act of fielding a batted ball or about to receive a thrown ball, may not impede the progress of a base runner. This includes faking a tag when not having the ball. However, there is no rule against tricking an opponent into leaving a base. It's the runner's responsibility to check with the umpire before doing so.
