Another option is to require that the board follow the governing documents process, including publishing all evidence for and against the issue to all owners. You can send certified mail to the board highlighting the 'false' evidence and begin developing a paper trail of evidence so that you can challenge the fine in the future.

Sadly, best practices dictate that you pay the fine, so that you are not subject to any lien action or foreclosure action based on your non-payment of assessments -- the fine becomes an assessment.
