A Notary Public (at least in Illinois--I have not researched the issue regarding other states) may notarize any signature other than his or her own. That said, in some communities, such a notarization is considered to be inappropriate (though not ineffectual). It would be vulnerable to challenge if the notary derives any benefit from the document.

(in the US) No. it is not legal. One of a Notary's most imporant obligations under the law is to determine the validity of a signature by securing the identification of the person who's signature they are witnessing. A Notary has committed a crime and is in danger of (at the very least) losing their commission by not carrying out the obligations of their office.

You cannot notarize a document that you could benefit from. You should not notarize documents executed by a family member if it may leave the document vulnerable to challenge. You should know that from your background as a notary. You should review your state standards.

Notaries are discouraged from notarizing documents for family and spouses. In court, it can be highlighted as a conflict of interest and can be used to discredit the document.

Yes. You are notarizing a signature. As long as you know who it is, or if not, they have provided proper identification, you can notarize the signature.

Only an active notary is qualified to notarize signatures. However, assuming that you are a notary, you cannot notarize documents in which you have an interest.

Yes. They will also give signatures to documents requiring Notary Signature. But they can also be an official legal witness to someone else's signature.
