It must have venting to an outside wall and must have a blower fan to remove gases from the water heater so they don't back up into the house.

There should be no more than six inches between CPVC pipe and the exhaust flue on a water heater. If the CPVC pipe is installed too close it can be a safety issue.

Because the flue is too far for nature to vent the fumes properly as heat rises but in some installations there is not enough PITCH up from the appliance.
Either you are out of gas, or it is not getting enough air. This may be due to a blocked inlet at the bottom, or a stopped-up flue. This is a dangerous situation. Clear anything from around the bottom of the heater and check the flue inside and outside the house. If it continues, do not use the heater and have it checked by a professional.

An electric water heater does not need a vent (or flue) though you will want a plumed out piping on the pop-off valve on the heater. We've got that but the supply line (cold) is insulated but sweating; probably due to change in water temperature vs. ambient temperature. The water heater is inside the closet which is accessed from within our bedroom closet. There is no roof vent and there is a door on the closet. My thought is to put two vents--one down low & one up high--in an effort to allow the moisture to escape. Any thoughts?
