You need to investigate the policy manual applicable to the government agency to which you refer. All employers, civilian and governmental, have policies in place for handling mail received through company channels that is addressed to an employee; and, that employee is restricted to the use of that venue by the terms set forth governing it. Just as "WORK" is not a democracy, your rights as a citizen are reinterpreted when under the jurisdiction of Company Policy. This is because of your implied acceptance of the rules set forth by accepting employment with that employer. In "real life", nobody is authorized to open your first-class, stamped, postmarked mail except you, your designated agent, your next-of-kin(should you die), an executor of an estate belonging to you(should you die), an officer of the court by court order, or a duly ascribed government official in their sworn official capacity during the commission of their assigned legal duties. At work, depending upon written policy, it may only take a "boss" to do that; and, should a question be raised, a judge may be required for determination of an official answer.

Yes, if it is delievered to the work address and it is not related to human resources. If you are not the persons boss, then i wouldn't open it.
