The United States Code [42 U.S.C. § 405(c)(2)(B)] defines the groups of people to whom social security numbers are to be assigned. High school graduates are not one of the groups.
Illegal aliens may obtain an Individual Taxpayer Identification Number. ITINs are issued regardless of Immigration status because both resident and nonresident aliens may have U.S. tax return and payment responsibilities under the Internal Revenue Code.
