No, a Police Officer cannot just randomly stop you on the streets and start searching. In the case Terry v. Ohio (1968), it's ruled that Police must have reasonable suspicion that you are about to commit a crime or have witnessed you committing a crime in order to detain you to stop and frisk.

If a Police Officer detains you and searches you without your permission or reasonable suspicion, then this officer has violated your 4th amendment constitutional right to unreasonable searches and seizures.

Yes, under certain carefully delineated conditions and reasons they can... and they can ALWAYS conduct a 'pat-down' search for their own safety.

Technically no. But allot of police get away with doing things they are not allowed to. There is an entire site dedicated to catching cops who are acting outside of their means.
