With no load attached, a battery can measure full voltage (potential). However, as soon as a load is put on it (current s drawn), the internal resistance in a defective battery will also draw current thus reduce output. If this is a car battery, have your local service station or garage do a cranking power test; thisi will prove if the battery is good or not. The solenoid will be over by the battery, attached to the radiator support.
