Refreezing is only a problem if the food isn't cooked in-between. As long the the thawed food is thoroughly cooked it is no problem to refreeze. The fact that it turned brown while frozen is a bigger issue. I could be "freezer burn" which is when frozen food has dried out. This happens a lot in frost free freezers since dehydrating the air is part of why they're frost free. If you cook ground meat that has freezer burn it won't hurt you, but it might be chewy or dry. If you use it, I would suggest using it in something saucy like spaghetti sauce or chili so the dryness won't be noticable.

As long as the meat is defrosted in the refrigerator and kept out of the "danger zone" between 40° and 140°, you can refreeze it. There will be some loss of flavor though

The above answer is absolutely correct in general, however it is considered acceptable to refreeze meats (poultry, beef, fish) as long as the meat was defrosted in the refrigerator. ie. Not a really good idea - the other ingredients (eggs, bread crumbs, seasonings, etc) may not react well to freezing. Would strongly recommend that you cook the meatloaf, then freeze it in edible portions.

Yes, ground beef can be cooked from frozen, but make sure you account for the fact that it will take it longer to come up to temperature. Ground beef should be cooked to Medium, Medium-Well, or Well, to ensure that all bacteria is cooked out. The temperatures for those levels of cooking are: Medium= 160 F, Medium-Well= 165 F, and Well= 170 F.

Yes, but you may find some quality and taste issues if you do so. The better option would be to cook the ground beef when you are ready to make the spaghetti sauce so that you eliminate one round of freeze/thaw. It is best to cook any thawed food to prevent contamination spoilage. Also, if you refreeze the meat, it will lose just about all of its taste. The best method to preserve taste and quality would be to cook it all and refrigerate it.
