One of the important findings of the last two decades was that there are critical periods in the development of the nervous system for the sensory cortex such that kittens that have their eyes sutured closed will not develop normal vision. A similar critical window also exists for people born deaf. If they are never exposed to normal speech by an early age, then even with a hearing aid they will be unable to comprehend speech.
However, if the deafness is caught at an early age, one can have a cochlear implant surgery done, which enables to hear, adding a lot of speech therapy, a child can reach 100% speech development.

when a skitsafrinic "hears" voices... he doesnt actually HEAR them talking at all... he actually FEELS the meaning of the thought... then his brain AFTERWORDS turns those thoughts into words... so he actually THINKS people are talking to him.... a deaf skit. just feels the thoughts...and that's enough for him to think somones there.... actually talking to him.
Some can....deafness is all relative,...how deaf is a specific person. I have a profund hearing loss but I still hear voices and understand speech with the use of hearing aids

It is possible if it is a genetic disorder that caused the disability in the mother. Though the probability of it would be low because of the way the alleles work. Each person has both recessive and dominant alleles, for a person to be born deaf and mute the abnormal alleles would have to be dominant for it in at least one parent. But just because a person is deaf and mute does not mean that the children will be deaf and mute also. There are cases of couples with dwarfism giving birth to normal children.
