Its a government for a limited purpose i.e. for part III of constitutional of India i.e. artcle 13 and 14 of constitution of India i.e. fundamental right and law of equality. While applying article 12 of constitution of India it fall within the "other authorities" while considering this question it is necessary to bear in mind that anthroirity falling within the expression other authorities is by reason of its inclusion within the defination of State in article 12, subjecto to the same consitutional limitations as the Government and is equally bound by basic obligation to obey consitutional mandate by the basisc obligation to obey the consiitutioal mandate of fundamental rights enshrined in part III of the constitution. As observed by Supreme Court in the judgement reported in 1987 5 JT 464 (SC) Hindustan Shipyard althoug a fully owned undertaking of the Central Government cannot be equated wti the Gpovernemnt of State except for purpose of part II of Constitution.
