Anyone who plays music in a public place for profit is subject to the fees that ASCAP and BMI charge for this use. If you use a radio or TV, it is fair to assume that some of the music is under copyright. The rights organizations distribute the money annually to the composers, authors and publishers, money that is due to them because the music is copyrighted. There are no fees for music in the public domain. The rights organizations set standard fees for unlimited use, and then they distribute the money to the recipients according to a formula based on how many copyrights they hold. This is a lot simpler than trying to calculate how many times each song is played.

Ascap, bmi, sesac
Probably not. There are two central agencies called ASCAP and BMI that manage the licensing of most kinds of music. When a song writer makes an agreement with ASCAP or BMI, then the agency collects royalties from the company and makes the payment to the author. In many cases, once the author has signed up with ASCAP or BMI, the author will have little knowledge or abilty to limit what songs are licensed to which companies. He'll get a check every month or quarter, and may never know where his music is being performed. If Cadbury Schweppes (the parent company pf Dr. Pepper) has paid the proper licensing fees, they are not in any trouble at all.

That depends on who the show is being produced for. If the radio station is hiring the producer to create the program for their exclusive use then the station pays the licensing fees. If the producer is leasing the program to a number of stations then he/she pays the fees and builds that cost into the charges to the various stations.
With a phyiscal CD, all copyright information should be in the liner notes. With only a digital copy, significant research can be required. According to ASCAP, the song itself is controlled by three companies, all of which turn out to be administered by Kobalt Songs. The sound recording appears to be controlled by four labels, all of which turn out to be part of Interscope, which is in turn part of Universal.
