Yes they can. Parrots can fly unless you give them a wingcut. Wingcut is cutting a little part of the wing feathers so that the parrot can't fly. Wingcut is totally harmless to the parrot. As time passes, the wing feathers grow back and the parrot can fly again.

All species of parrots can fly, with the exception of the kakapo, a critically endangered flightless parrot of New Zealand.

Parrots have an erratic flight path, and they are capable of zig-zagging back and forth in a way many other birds cannot. This is a protective mechanism, which makes it more difficult for predators such as hawks to catch them.

Apart from the kakapo, all other species of parrots are able to fly. Pet parrots sometimes have their flight feathers clipped to prevent them from flying away, but as soon as the feathers grow back, the bird is able to fly.

I have a maroon bellied conure and a senegal that I take with me when I fly back and forth from New York to Florida. A carrier can be purchased at most places that sell bird supplies and easily fits under seat. I provide a perch for them and also a soft towel on the bottom of the carrier for warmth and comfort. They handle the trip well. Airlines provide an extra charge and it varies depending on airline used.
