In theory, yes. In many places, however, the current can be very strong and dangerous. Also, you would have to use extreme caution to stay out of the way of large barges and other boats because (1) they would have trouble seeing a small boat and (2) it takes them a long time to stop or change distance so they can't avoid you, you would have to avoid them. Finally, you would have to figure out how to get through the many locks on the river. You could carry a canoe around them and might be able to get special permission to go through, but I'm not sure.
