No. SWL (shortwave listening) can not be done with a typical radio scanner. A typical radio scanner receives FM signals. Most shortwave is either AM or SSB, neither of which can be received by FM radios.

Receivers that can be used for SWL are very common and are not very expensive. I've bought several at yard sales for only a few bucks. There are scanning radios that will do all modes (FM, AM, SSB, etc), but they cost more, and you're much less likely to find them at yard or garage sales.
