The CIA is not law enforcement, and therefore, cannot arrest U.S Citizens. The CIA is strictly an intelligence agency that collects information from foreign nations. If the CIA needed to have an American citizen detained, they would delegate through the FBI.

The CIA has no legal right to arrest any citizen of any nation, even their own, while on another nation's sovereign soil. The United States is a singatory to the Geneva Convention, therefore such actions would be considered illegal under international law, unless the arrest is made following the declaration of war on said nation state.

"arrest" they prefer to use the word "capture" or "take into custody" since they have international jurisdiction, they are aloud to lawfully capture any high valued target or suspect in a crime or if there wanted to be interrogated. not in america though. they don't have jurisdiction in the united states. even though they have conducted illegal operations in america, they could be arrested or sued for unlawful interrogation. when intelligence agency want a suspect in america, the fbi take over. when its overseas, the cia handles it. however, they can make a citizens arrest. and believe me, a citizens arrest from a cia agent is alot more good looking then an old woman handcuffing someone to a stop sign for not picking up after there dog. so yes and no.
