The term you want is Resolutions. Usually, resolutions require a board vote to become part of the governing document set. And usually, board meetings are public meetings, wit…h members attending who can witness board votes. Once a resolution has been enacted, your governing documents specify how a copy of the resolution must be sent to every member-owner. Resolutions of members are interesting information for the board, but can only be binding on the association if the members' resolution satisfies the percentage of ownership required to overwhelm your CC&Rs.
