No. Not on a premit. If your are over 18 years old you can go down to local DMV pay the fee if you haven't paid it already and take your Driving Test. After you complete it they will issue a temporary license. You can drive to school on that.
I think so. I'm not positive, but nineteen is an adult, and I think that if you only have a permit that you can drive the car if there is an adult, but I'm not for sure, so you should check elsewhere, too.
The state is not mentioned - it would depend on the DMV regulations of your state.
Yes.

Can you drive in Georgia with a Florida's learner permit with a 21 year old valid florida drivers license?
No, you can get a drivers license without having to get a permit first but... you must pass all of the tests. Written, driving and the vision test.
yeah you do It depends how old you are. In California, if you are between the ages of 15 1/2 and 17 you need to take drivers ed in order to get your permit. If you are 17 1/2 or older, you don't need to take it to get your permit.

No. The person with the minor driver must be of legal age.
In Alaska you need to be at least 14-years-old and have parental consent.
Oddly enough, people aren't insured; cars are. Your son doesn't need insurance, but the cars he drives must be insured.
