Sadly, I'm pretty sure that if a child already has another family, you cannot adopt it. There is a way that you can add that child, or anyone really, to your household. You can enter "testingcheatsenabled true" into the cheat code menu (cntrl+c), then, you simply hold down the shift key and click on the person you wish to add to your household, then click "add to household". But, even then, it will say that the person and/or child belongs to a different family. They're just living with your household.
You can also use that cheat to adjust your Sims' needs, such as their hunger and bladder. (Be careful with the hunger, though. I've accidentally killed a few Sims I didn't wish to kill.) Or you can hold down shift while clicking on the mailbox, and you'll see a list of options you can do, like, setting your Sims' jobs to whatever you want. Or you can click on your Sim, or any Sim, really, while holding down the shift key and change their favorite music, traits, and you can trigger their age transitions. (I use that one frequently. :D)

No because when you marry someone you have a woohoo or when you adopt a baby it doesn't say try for baby or adopt a baby any more because you already have one baby.Hope This Helped.:)

It should do. Maybe you're not on the home lot, or maybe you already have the max number of people in your household.

No. You can not because if you look closely you'll see that you can adopt a baby from the phone but as soon as you have one baby when you go to the phone "Adopt Baby" no longer appears.
