Traffic signals in the UK already have a time delay built-in. From the time the signal goes red, there is a short delay before the opposing signal changes to amber, then green. This is to allow any traffic already moving, or waiting in the junction, to clear the 'danger' area before other traffic starts to move.

When do railroad signals activate before a train arrives?

It depends what type of switch the signals are activated from. Some signals are activated by a worker in a signal box... others by switches along the tracks. Either way - the delay between the signal activating and the train arriving should be more than enough time for someone to clear the crossing either on foot or in a vehicle.
