go to the local market that you get chlorine at and pool shock. buy test strips that test the water's chlorine, and just add an extra chlorine tablet each time you add chlorine. if its still really low and not even close to the amount you may want to add pool shock

We added an automatic chlorinator which has made life a little simpler--if you cannot do that we had floaters in our pool all the time with tablet chlorine & we have put tablets in the skimmer basket to quickly get the chlorine in the water.
As long as you keep your pH and your chlorine at the proper level it should not matter what technique you use.

You need to add enough chlorine to break apart the combine chlorine (the combination of chlorine and dirt which doesn't sanitize.) If you don't add enough at once, it will be used up and the chlorine reading will remain low.
for safety reasons you should only add chlorine when no one is going to use the pool for at least 12 hours
