most states now are requiring that you be of age to have a vehicle operators license There are some ATV's (quad's) that are not road legal (like Motocross bikes), so you don't need a driving license to ride them because you can't ride on the streets anyway. You need a license to be allowed to participate in competitions.

Yes, in the United Kingdom you do not need to have a licence or any knowledge of motorcycles to be a pillion rider provided the rider holds a full licence and is insured. A provisional licence holder can ride a motorcycle and take a pillion passenger provided that the pillion passenger holds a full motorcycle licence (he is then deemed to be instructing the rider).

Yes, there is a limit to the size of quad bike that you can ride on a full UK driving licence. If you passed your car driving test on or after January 19, 2013, you can ride a quad bike with an engine size up to 50cc. If you passed your driving test before this date, you can ride a quad bike with an engine size up to 125cc. It's important to note that these restrictions do not apply if you have a motorcycle licence.
no you are not allowed on the beach with a quad or motorcycle even if they are insured, but google for off road tracks near you where you can pay to ride your vehicle
To drive an ATV quad bike on the road one needs to have a full car licence. An ATV quad bike can only carry passengers if it is designed to do so and has the right number of seats.
